What is the wind bountos wind wav bassed on Str, or Rei

and what is the bountos electric field based on Str or Rei

its based on the same crap as zangetsu's getsuuga tenshou , how do i know this? because it IS getsuuga tenshou. its called wind licht whatever under the fighting tab but when you hit so,meone with it it says X has been hit with Getsuuga Tenshou for ???
